Meetings Act 1987 (LGOIMA)
Thank you for your correspondence of 3 April 2023, in which you have requested the following
official information:

Please explain why previously reported LIM Report KPIs are not currently in the long-
term plan and the draft annual plan for 2023?

Please also provide the following information broken down for financial years 2019/20,
2020/21, 2021/22 and for the current financial year 2022/23 to date.

What percentage of LIMs were issued within 9 (at or under) working days in
2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to date?

How much in total was spent by Council on salaries and contractors for the LIM
team in 2019/20, 2020/21, 2021/22 and for the current financial year 2022/23 to
date? (including LIM team leader, LIM officers and external staff contracted to
complete LIM reports).
o
What was the total gross income generated by the LIM Team in 2019/20,
2020/21, 2021/22 and for the current financial year 2022/23 to date?

Your request for information about salaries and contractor fees for the LIM team is refused
under section 7(2)(a) of the LGOIMA, to protect the privacy of the individuals in the LIM team.
You have also asked why previously reported LIM Report KPIs are not in the current planning
documents. In preparing the Long-Term Plan (LTP) 2021-2031, the Statements of Service
Provision (SSP) groups and activities were reviewed and then aligned with the Council's
updated priorities, new structure and strategies. This re-classification of groups and activities
required a change to the key performance indicator (KPI) framework, which resulted in a
different set of KPIs from that selected for the 2018-2028 LTP. The final SSP and KPIs were
adopted into the finalised LTP 2021-2031.
Sixteen KPIs in the LTP 2018-2028’s Consents and Regulatory Services activity group did not
get taken up as one of the KPIs of the Regulatory Services activity group in the LTP 2021-
2031.
‘Land Information Memoranda (LIMs) processed within 10 working days to comply with
statutory requirements’ was one of these sixteen. Generally, KPIs are consistent across the
next two Annual Plans following the adoption of an LTP.
