Thank you for your email of 20 April 2023 to the Ministry of Business, Innovation and Employment (MBIE)
requesting, under the Official Information Act 1982 (the Act), the following information:
I am writing to request information under the Official Information Act 1982 information about the
procurement policies and advice provided to the New Zealand government regarding cameras
made by Hikvision and Dahua.
In particular, I would like to request any information, reports, or advice provided by the Ministry of
Business, Innovation and Employment (MBIE) to the New Zealand government regarding the
procurement of cameras made by Hikvision and Dahua. Specifically, I would like to request the
following information:
- Any policies, guidelines, or procedures developed by MBIE regarding the procurement of cameras
made by Hikvision and Dahua;
- Any advice, assessments, or recommendations provided by MBIE to the New Zealand
government regarding the procurement of cameras made by Hikvision and Dahua;
- Any communications or engagement that MBIE has had with the Chinese government or
Hikvision and Dahua regarding the procurement of cameras made by these companies;
- Any information regarding the steps that the New Zealand government has taken or plans to
take to ensure that cameras procured from Hikvision and Dahua do not pose a potential security
risk.
I am writing to advise you that MBIE will provide a response but needs to extend the time available to
answer your request by 20 working days. MBIE’s response will be sent to you no later than 19 June 2023.
The reason for the extension is that consultations necessary to make a decision on your request are such
that a proper response cannot reasonably be made within the original time limit.
