Thank you for your request made under the Local Government Official Information and Meetings
Act 1987 (the Act), received on 22 April 2023. You requested the fol owing information:
• Can you please provide me with the qualifications by the name and job title of each staff
member and all their managers for the teams that worked on the faulty streetlights?
The job title and qualification for staff members that worked on the streetlights:

*Former staff members of Council.
**The former Team Leader was an engineer, however his qualification is not listed in our HR records,
as such, this information has been refused under section 17(e) of the Act that the document al eged
to contain the information requested does not exist or, despite reasonable efforts to locate it cannot
be found.
The Council is taking full responsibility of the current situation of the streetlights as our historical
process were not up to standards. Due to the nature and severity of the current situation, the
Council will not be releasing the names of individuals that worked on the project. This has been
withheld under sections:
• 7(2)(a) to protect the privacy of individuals.
• 7(2)(f)(i ) to maintain the effective conduct of public affairs through the protection of such
members, officers, employees, and persons from improper pressure or harassment.
Please note that since 2018 the Council has reviewed and updated our project management
practices. Large projects like the 2017 Streetlight Upgrade would now be managed at a Council
level. This includes regular reporting, risk management, evidence-base checking, and Executive
Leadership and Council oversight.
Right of review
If you are not satisfied with the Council’s response, you may request the Office of the Ombudsman
to investigate the Council’s decision. Further information is available on the Ombudsman website,
