1/ What gives the authority for such a Individual to access someone's personal information in
Claimants file?
2/ Doesn't make sense how a Official information act request should require a Claimants
information on file to make a decision for such a request, please disclose what part of the Official
information act determines the need whether Claimant information should influence or make up a
Official information act disclosure

Official Information request.
