I refer to your email of 30 April 2023 in which you request the following under the Official
Information Act 1982 (OIA):
I would like an extract of the annual amount spent with all suppliers for the 2021/2022
financial year.
I would like this data in an open format, csv or json formats would be suitable.
I would like the following details provided:
- Supplier Name
- Suppliers NZBN number (if available)
- Total Amount Spent
On 26 May 2023, the deadline to provide a decision on your request was extended to 12 June
2023. The Ministry has made a decision to release information relevant to your request. This
information will be prepared and sent to you as soon as possible. Thank you for your patience.
Please note that some information will be withheld from the information provided under section
6(a) of the OIA, to protect the security and defence of New Zealand. The Intelligence and
Security Act 2017 (ISA) and certain other Acts of Parliament provide for the intelligence and
security agencies (meaning the GCSB and the NZSIS) to protect certain information, in order to
discharge their national security responsibilities effectively. The Public Finance Act 1989, in
particular section 45E, and the ISA, in particular section 221 which substitutes sections 43 and
44 of the Public Finance Act, together provide for the protection of detailed financial information
from public release, because that information would reveal information regarding the capabilities
or activities of the intelligence and security agencies.
Allowing or enabling a public picture of our interests to be created would be an untenable
security and intelligence outcome, and would interfere with New Zealand's legitimate national
security interests.
