Thank you for your email of 10 May 2023 regarding the frequency of cleaning of State Highways, in
particular on State Highway 1 (SH1).
Litter is collected by Waka Kotahi NZ Transport Agency’s maintenance contractors under a Network
Outcomes Contract (NOC). These contracts stipulate that contractors are responsible for determining
the frequency of this litter collection in order to meet the cleanliness standards set by Waka Kotahi.
Generally, al national high-volume highways require less than 75 pieces of litter visible at any one
time to anyone travel ing at a normal operating speed, and 100 pieces for al other roads. Waka Kotahi
also audits 10 percent of the State Highway network each month to ensure that the standards are
being met.
Sweeping of urban sections of the state highway network is generally undertaken by local councils, as
determined by a Memorandum of Understanding (MOU). Our NOC suppliers do, however, monitor the
water levels of streets. If the water levels in a street are found to be unacceptable, the NOC wil raise
this with the appropriate council and work with them to resolve that matter to ensure that our streets
are tidy.
