Thank you for your Official Information Act 1982 (the Act) request received on  7 July 2023. 
You requested: 
 
Please provide copies of all advice you provided to Ministers from 2017-2022 about the 
proposal for health system reform. Please include:

- all advice about the establishment of the health reforms unit inside DPMC 
 
I am refusing your request for briefings, memos, Cabinet papers and other key documents 
under section 18(d) of the Act on the basis that the information is publicly available on our

I am refusing your request for emails and meeting minutes under section 18(f) of the Act on 
the basis that the documents cannot be made available without substantial collation. I have 
considered whether extending the time for response or imposing a charge would alleviate the 
reasons for this refusal (section 18A refers) and determined that neither option would enable 
a response. I have also considered whether refining the request would enable response 
(section 18B refers), however, I did not identify any refinement which would assist in 
processing your request while still satisfying your interests.  
 
The Health and Disability Review Transition Unit (Transition Unit) has been disestablished, 
however, you can find historic information about the Transition Unit here: 
www.futureofhealth.govt.nz. The responsibility to oversee the new health and disability 
system sits with the Ministry of Health.  
You have the right to ask the Ombudsman to investigate and review my decision under 
section 28(3) of the Act.
