Thank you for your email on 23 June 2023, asking for information under the Official
Information Act 1982 (the Act). Please see below a response to each part of your request.
1. Of the November 2020/January 2021 PGY1 House Officer intake (who initially were
employed under the 20 District Health Boards but have since been unified under the
single employer of Te Whatu Ora), how many of these House Officers still remain
presently employed within Te Whatu Ora in either a House Officer or Registrar capacity?
Te Whatu Ora has identified 509 New Zealand medical graduates who were registered by the
Medical Council for the first time between November 2020 and January 2021. Out of the 509,
482 (94.7%) still held an annual practicing certificate as of 31 March 2023.
Of these, 481 (94.5% of the intake) reported in the Medical Council workforce survey that they
were working as 'House Officer' or 'Registrar.’ One did not specify their employment capacity,
however, this does not mean that the person was not working as a 'House Officer' or 'Registrar.’
Therefore, our best estimate is that 94.7% of the November 2020 to January 2021 intake were
still employed within Te Whatu Ora in either a House Officer or Registrar capacity as of 31 March
2023.
2. As of July 1 2022 until presently. How many House Officers and Registrars have
resigned from Te Whatu Ora?
We cannot provide the number of House Officers and Registrars that have resigned from Te
Whatu Ora since 1 July 2022 as regional data is recorded differently and is not yet combined into
a national health data system. A resignation in one area may also show as a new employee in
another area so it is not possible to provide the information you have requested. We are therefore
refusing this part of your request under section 18(g)(i) as Te Whatu Ora does not hold aggregate
information, nor would this information be held at the district level to be able to exclude those
instances where staff resign from one district to move to a role with another district.
