Thank you for your official information request received on 20 June 2023 for “the 
documentation to al ow this alien to invest in New Zealand”. 
Please find attached a copy of the Overseas Investment Assessment Report which details 
the decision to al ow Colin David Rath to invest in New Zealand which is released in part. 
Some information has been withheld in terms of section 17 of the Official Information Act 
as we are of the opinion that good reason for the withholding of the information exists 
under section 9 of the Act.  Such information has been withheld in terms of sections 
9(2)(a) and 9(2)(b)(ii) of the Official Information Act 1982. 
We are of the view the withholding of the information is not outweighed by the public 
interest to make that information available.
