Thank you for your email of 16 July 2023 to the Ministry of Business, Innovation and Employment (MBIE) 
requesting, under the Official Information Act 1982 (the Act), the fol owing information: 
After the initial publication of PIB 39 version 8.3 in May 2023, a new version of PIB 39 version 8.3 
was published replacing it. 
What day was the updated PIB 39 version 8.3 published? What were the changes made? How was 
the publication of the revised document communicated? Why was the version number not 
incremented on the new document? 
Please see MBIE’s response to your questions below. 
Version 8.3 was published on 31 May 2023 
Publication of Version 8.3 occurred on 31 May 2023, after the internal deadline for adding items to the 
Radio Spectrum Management (RSM) June Business Update, meaning the communication of this revision 
using the Business Update did not occur until July. 
Version 8.4 was published on 3 July 2023 
Version 8.4 was published on 3 July 2023 to line up with the notification of this version made in the RSM 
Business Update on the same date.  
MBIE notes that an error was made, and the numbering was not incremented when PIB 39 was updated 
in July – this should have been labelled 8.4 and not 8.3. This has been corrected in the version control 
table in Version 8.5 of the document. The only change between 8.3 and 8.4 was on page 83 and changed 
the Licence Authorisation to allow a Rightholder to cancel the licence, as pictured below:
