Thank you for your request made under the Official Information Act 1982 (OIA), received
on 14 July 2023. You requested the following:
The years that i am looking at are from 2014, 2015, 2016, 2017, 2018, 2019, 2020,
2021, 2022, 2023 (YTD). Please provide the following details:
1. Total permanent staff numbers per year.
2. Total Fixed term staff numbers per year.
3. IT expenditure per year.
4. Fixed-term and contract work expenditure per year.
5. Contractors and consultants expenditure per year.
6. Outsourced services expenditure per year.
On 21 July 2023 you clarified your request to the following:
The years that i am looking at are from 2014, 2015, 2016, 2017, 2018, 2019, 2020,
2021, 2022, 2023 (YTD). Please provide the following details:
1. Total permanent staff numbers per year.
2. Total Fixed term staff numbers per year.
3. IT expenditure per year.
4. Fixed-term and contract work expenditure per year - (This would relate to both
projects and also normal operations, for example, staff that are on fixed term
contracts undertaking business as usual tasks).
5. Contractors and consultants expenditure per year. - (undertaking any work for
IR)
6. Outsourced services expenditure per year - Examples, would include, but not
limited to, work outsourced to Madison and Salmat.
7. Please also send the total number of hours and total expenditure per year on
overtime, for the same years as before 2014,2015,2016, 2017, 2018, 2019,
2020, 2021, 2022, 2023 (YTD) This would include both fixed term and
permanent staff.
8. Please also include total Salary/ Wage costs for all permanent staff each year.
The information you have requested is outlined in the Appendix. Data for the 2023 is
provisional and will be finalised when Inland Revenue’s 2023 Annual Report is published in
October.
Question 5 – Contractors and consultant expenditure
The total expenditure for contractors and consultants for the 2023 year is currently being
compiled and is not yet available. However, this information will be included in Inland

Revenue’s 2023 Annual Report. Your request for this information is therefore refused under
section 18(d) of the OIA, as the information will soon be publicly available.
Question 6 – Total expenditure on outsourced contracts
Inland Revenue has not captured expenditure on outsourced contracts prior to the 2019
financial year. Your request for this information is therefore refused under section 18(g) of
the OIA, as the information is not held by Inland Revenue, and we do not believe it is held
by another agency.
