Dear Matthew
Thank you for your request under the Official Information Act 1982 (the Act) to Kāinga Ora – Homes
and Communities, dated 18 July 2023, for the following information:
“What savings, if any, have been estimated due to the NPS-UD? Is there a figure that relates
to Wellington in particular?
How many extra homes do you think it wil enable you to build nationally and within Wellington
in the first five years after full passage into local law if fully complied with?”
On 20 July 2023, Kāinga Ora advised it had transferred the first part of your request to the Ministry for
the Environment under section 14 of the Act, as it was more closely connected with its functions.
Information for the second part of the request is not held by Kāinga Ora. Therefore, this part of the
request is refused under section 18(e) of the Act, as the information does not exist.
By way of context, most Territorial Local Authority (TLA) processes to implement the National Policy
Statement on Urban Development (NPS-UD) into district plans are not yet complete - so the final
provisions for each city/district council are not known or able to be predicted.
Each council is also proposing to implement the requirements of the NPS-UD differently and
many/most matters are location specific in their application. Therefore, each district plan wil be
different in how it wil ultimately implement the NPS-UD. Forecasting across TLAs, including for
Wel ington, and what it means for Kāinga Ora is not possible at this time.
It is also worth noting that once changes stemming from the NPS-UD are implemented nationwide,
there would be a lag in the direct impact to the Kāinga Ora build programme – as homes planned for
construction, or in construction, prior to these changes being adopted/implemented would be built in
accordance with the planning rules under which they were approved.
