OFFICIAL INFORMATION ACT 1982 (OIA) – REQUESTS FOR INFORMATION -
CHRISTCHURCH INTERNATIONAL AIRPORT LIMITED (CIAL)
1. We write further to our email of 08 August 2023, acknowledging receipt of your OIA
request of 04 August 2023 seeking information (if held by CIAL) in relation to land
use and zoning for Tarras.
We have answered your request in this letter and for completeness, we set out your
request below.

Request: Received 04 August 2023 – Land use zoning for Tarras
Please could you share with me information / correspondence held by CIAL on land use
planning and zoning for the Tarras area?
3. From the outset, we consider your request too broad in scope as it seems you are
requesting all “information and correspondence held by CIAL” regarding land use
planning and zoning for the Tarras area. Given the broadness of your request, we
will be unable to provide you with this level of information. Furthermore, we note
that general land use planning and zoning information for the Tarras area is publicly
available through the Otago Regional Council. It is a matter of public record that
CIAL has made submissions in relation to the Proposed Otago Regional Policy
Statement 2021 (Non-Freshwater Parts) and Central Otago District Council Plan
Change 21 (Parkburn Quarry, Cromwell). This information is available at:

4. As it stands, the breadth of the topic sought under your OIA request would
potentially touch on hundreds of emails, with each one of those then needing to be
examined for any personal information that requires redaction. CIAL is of the view
that it is difficult to estimate how long it would take to comply in whole, or even to
a substantial degree, but it would be a significant period of time that would be a
distraction from the ordinary operations of CIAL.
5. Accordingly, due to the substantial amount of work that would be required to collate
and redact numerous correspondence regarding the information you have
requested, we are refusing your request under section 18(f) of the OIA.
6. In addition to the above, we also note that the information you have requested
contains correspondence between CIAL and its lawyers which is covered by legal
privilege (and which CIAL is entitled to withhold under section 9(2)(h) of the OIA).
7. We trust you understand the reasons for our decision to refuse your request. If you
require any further information or if we have in some way misinterpreted your
requests, please let us know.
