CHRISTCHURCH INTERNATIONAL AIRPORT LIMITED (CIAL)
1. We write further to our email of 08 August 2023, acknowledging receipt of your OIA
request of 05 August 2023 seeking information (if held by CIAL) in relation to work
streams for the Central Otago Airport.
We have answered your request in this letter and for completeness, we set out your
request below.

As per your website the following work streams were to be completed by Dec 2022:

windshear analysis

initial land transport assessment

initial aircraft noise assessment

aeronautical safeguarding analysis

preferred runway alignment analysis
For each of the above, please provide (1) original brief(s) to expert(s) completing the
task, (2) budget allocation for each assessment/analysis, (3) the resulting report -
whether in draft or final format - and the date it was shared with CIAL.
As per your website the following work streams were to be completed by Dec 2022:

Taking in turn the individual components of your request, we are not able to provide
you with original briefs to experts, budget allocations for each assessment/analysis
nor
‘the resulting report – whether in draft or final format and the date it was shared
with CIAL’.
The Project is still very much in the validation and planning phase which, in and of
itself, is a complex commercial activity. The disclosure of CIAL’s
plan/strategy/approach for all its consultants (including experts) working on any
aspect of the Project is information that may impact on CIAL’s ability to both carry
on negotiations and its commercial activities in relation to the Project without
prejudice or disadvantage. Accordingly, this information is withheld under section
(9)(2)(i) and 9(2)(j) of the OIA.
