CHRISTCHURCH INTERNATIONAL AIRPORT LIMITED (CIAL)
1.
We write further to our email of 10 August 2023, acknowledging receipt of your OIA
request (the
Request) of 08 August 2023 to CIAL seeking the following information:
Request - Received 08 August 2023 – Meetings with Mana Whenua
“Please provide the number of meetings held with mana whenua groups during the
Tarras project including number of meetings and the months these meetings were held
summarised in the following groups:
Te Rūnanga o Ngāi Tahu (TRONT)
Awarua Rūnaga
Hokonui Rūnaga
Makaawhio Rūnaga
Ōraka-Aparima Rūnaga
Waihopai Rūnaga
Any other Papatipu Rūnaga
Any other groups.”

CIAL will provide you with the requested information where it is able. However, you
will note within this letter that it is occasionally unable to release requested
information if it would prejudice or disadvantage CIAL’s commercial activities. Before
we answer your specific queries, it may be helpful to provide some context to this.

Please note, CIAL’s approach to engagement, information on which can be found at
its dedicated Project website at
https://www.centralotagoairport.co.nz/. CIAL is
under no legal obligation to consult in relation to the Project or otherwise publicly
engage at present. To assist public understanding of the context of the Project and
CIAL's decisions, CIAL has committed to respectfully engaging with the community
and proactively publishing information as it completes pieces of work.

As you may be aware, CIAL is a council-controlled trading organisation that has been
specifically established to operate and manage its business as an independent
commercial undertaking for the purposes of making a profit, and to follow generally
accepted commercial practices and disciplines. CIAL is not a public body collecting
and spending public funds. It operates as a wholly commercial, standalone entity. Due
to the size and scale of those activities it is one of only three major airports in New
Zealand regulated under Part 4 of the Commerce Act 1986.

Notwithstanding this, CIAL has met with a number of different individuals and entities,
including specific representatives of community groups, business groups, businesses,
and local authorities, including Mana Whenua who have a relationship with the Central
Otago region.
6.
Te Rūnanga of Ngāi Tahu is made up of the 18 member Papatipu Rūnanga. CIAL has
met with Rūnanga Representatives and member Papatipu Rūnanga in relation to the
Project as follows:

Hui with Ūpoko Rūnanga from Te Rūnanga ō Ōtākou, Kāti
Huirapa Rūnanga ki Puketeraki and Te Rūnanga o Moeraki

CIAL has met with representatives of Te Ngāi Tūāhuriri Rūnanga on various dates
during the Project on matters of general interest to the two organisations.

CIAL has not met with representatives of Te Rūnanga o Awarua, Hokonui Rūnanga,
Te Rūnanga o Makaawhio, Te Rūnanga o Ōraka Aparima or Te Rūnanga o Awarua in
relation to the Project.
