CHRISTCHURCH INTERNATIONAL AIRPORT LIMITED (CIAL) 
1.  We write further to our email of 10 August 2023, acknowledging receipt of your OIA 
request (the Request) of 10 August 2023 seeking information (if held by CIAL) in 
relation to Professor llan Noy’s assessment of the Central Otago Airport.  
We have answered your request in this letter and for completeness, we set out your 
Request below.  
Request: Received 10 August 2023 – Professor llan Noy’s assessment of the 
Central Otago Airport  
“I’d like to see all emails, briefings, meeting notes, correspondence or any other 
communication which mentions Prof Ilan Noy’s analysis of Christchurch Airport’s 
economic impacts.” 
 
2.  We assume you are referring to the talk whereupon Professor llan Noy (Professor 
Noy), alongside two other academic researchers as part of a group of researchers 
who are collectively known as the ‘Informed Leaders’ group, addressed Christchurch 
City Council (the CCC) in February 2023. This was regarding Professor Noy's limited 
assessment of what he claimed were certain potential economic effects of a potential 
Central Otago Airport. 
3.  Beyond  having  viewed  a  recording of  the  above  deputation  to  CCC  by  containing 
reference to generalised economic effects, and the presentations slides used, CIAL 
has not received “an analysis” from Professor Noy. As such, it is not in a position to 
provide you with information which simply does not exist. A copy of the presentation 
slides are attached. 
4.  We trust we have answered your requests for information.  If you require any further 
information or if we have in some way misinterpreted your requests, please let us 
know.
