Subject: Request to transfer WPQ 23901 (2023) regarding funding for development at Teitei Drive, Ohakune
Kia ora David,
We were allocated the question below earlier in the week regarding funding for the development at Teitei Drive,
Ohakune, however, it isn’t one that Kāinga Ora is able to answer. Are you please able to see if you can get it
transferred to another Minister?
23901 (2023)
Brooke van Velden
Was funding allocated for the Kāinga Ora housing development at
Teitei drive in Ohakune, if any, originally earmarked for another
project, if any, or another development at another geographical
location, and if so, what was this project or development and at what
geographical location, if any, was it thought it may be situated?
The context for this is that Kāinga Ora had no role in the original funding allocation, which came about as a result
of an application to Crown Infrastructure Partners (CIP) by the Ruapehu District Council. The shareholding
Ministers for CIP are Ministers Webb and Robertson so it may be appropriate to transfer to either of them. Can
you please advise?
We will get responses for the remaining questions regarding Teitei Drive through to you as soon as they are
signed out.

Hi Geraldine and David – please find attached our recommended answers for WPQs 23248 and 23429 as requested.
For context, since HUD and Kāinga Ora do not hold the information and the application was between the Ruapehu District Council and Crown
Infrastructure Partners (CIP), we had a look at who oversees this group. While Hon Dr Megan Woods is listed as an involved Minister (although it
is not clear in what capacity), she is not a shareholding Minister. These two WPQs might have been better directed to the shareholding
Ministers for CIP, who are Hon Grant Robertson (as Minister of Finance) and Hon Duncan Web (as Minister of State Owned Enterprises
Government
Government | Crown Infrastructure Partners | New Zealand).
Hope this helpful.

Hi team Kāinga Ora,
Can you please check if you are able to respond to the following two questions. HUD have come back noting that they don’t have any
information on a housing shortage/crisis in Ohakune the development mentioned. If you can please let me know at your earliest (Monday is
fine &##128522;), and respond to the question accordingly.
What evidence by date and title has the Minister seen, if any,
indicating that Ohakune has enough realized or predicted demand
for housing, if any, to justify each stage of the Teitei drive

Kia ora Geraldine,
Apologies, WPQs 23239 and 23242 regarding the development at Teitei Drive, Ohakune will
also be delayed until tomorrow. We’ve needed additional time to consult with our project
partners, Ruapehu District Council and Ngāti Rangi, so the responses are only just going
through approvals.

Morena Geraldine and David
These questions aren’t for Kāinga Ora – we understand that the initial application for funding, which would have included this
information, was submitted to Crown Infrastructure Partners (CIP) by Ruapehu District Council in July 2020. Council was initially
awarded approximately $2 million for a development on Council land at Moore Street, Ohakune and Kāinga Ora subsequently came on
board as a partner to support development of part of the land at Teitei Drive, Ohakune and additional funding of up to $5.2 million was
released to us through an agreement with HUD. We also think Minister Woods would have seen Council’s initial application as it was
considered by Infrastructure Reference Group Ministers with advice provided by CIP.
Hope the above helps to clarify the role of Kāinga Ora in this development.
