Subject: Tei Tei Drive proposed plans communications
Kia ora David,
Getting in touch with an update about partners wanting to do an urgent communication
around early proposed plans at Tei Tei Drive, Ohakune as a result of neighbour queries and
OIAs.
As a reminder, this is the site in Ohakune which Council currently own and we are going to
do infrastructure and development work on, alongside Council and Iwi plus with Crown
Infrastructure involvement. The most recent update was the below Weekly Report item
which provides more of a background, and has also been in the Weekly Report table for
the past few months that these communications are planned.
Due to the partnership nature of this agreement we have had to work carefully with
Council, Iwi and Crown Infrastructure on the communications, emphasising these are
proposed plans only at this point. We have managed to finalise the attached letter which is
going to neighbours today, and the partners also want to go out with a supporting media
release in the next day or two which I have included the final draft of below. As you can
see, the majority of the content has been driven by Council as current landowner. Once
the plans are confirmed and we have more definitive dates there will be further
announcement opportunities for different milestones.

1. Tei Tei Drive, Ohakune from Weekly Report 22 April 2023
Kāinga Ora has entered into a partnership with Ruapehu District Council and Ngāti Rangi to
purchase and develop land on Tei Tei Drive in Ohakune. We have been working very closely
with iwi and Council to progress this unique partnership and the opportunity to deliver
housing and community outcomes for Ohakune.
The conditional Sale and Development Agreement between Ruapehu District Council has
been signed and is expected to go unconditional mid-2024. Kāinga Ora is still in the process
of developing investment options for this opportunity through our investment management
framework. Work on the site to make the land build-ready will likely begin late 2023.
Early engagement with the community on the initial plans will start soon. We’re committed
to keeping the community updated on plans, including providing detailed site plans when
available.

Final Draft of Joint PR for 15/18 June release to local media
New partnership aims to deliver much needed homes for Ohakune
XX June 2023
To help meet the urgent need for more homes for families in Ohakune, Ruapehu District Council
has partnered with Kāinga Ora – Homes and Communities and Ngāti Rangi to enable the
development of residentially zoned vacant land at Teitei Drive in Ohakune.
Plans for the number and type of homes on the site are still being developed but are a mix of
affordable, public and workers housing.
This programme of work has been made possible through the successful application by Ruapehu
District Council for Infrastructure Reference Group Funding from the Government. This funding
enables the planning and development of key infrastructure to provide capacity for new homes
and amenities.
Ruapehu Mayor Weston Kirton expressed the Council's enthusiasm for participating in the project
and being able to contribute constructively to tackling the diverse housing challenges faced by
Ohakune.
“This housing project provided an opportunity for Ruapehu District Council to use its land holdings
to partner with Government and Ngāti Rangi, a great example of how we can all work together
to help resolve the housing crisis, and build a more prosperous and resilient district.”
Graeme Broderick, Kāinga Ora Regional Director Taranaki, Whanganui and Manawatu says the
partnership is a big step forward towards addressing the housing need in the region.
“The need for housing has increased steadily over the years in Ohakune and we are pleased that,
through this partnership, we will be able to provide a home for so many families close to schools,
services and amenities.”
Helen Leahy, Pou Ārahi (Chief Executive) for Nga Waihua o Paerangi, notes that the increasing
unaffordability for Ruapehu residents relative to local incomes is a major concern for Ngāti Rangi.
“Our priority has been to do all that we can to support our whānau to access safe, dry and
affordable housing as a basic human right,” says Helen Leahy. “Our commitment to Teitei Drive is
in line with our wider strategy, He Pā Tū, He Pā Ora, whānau thriving in communities of
wellbeing.”
The first stage of the project is lodging a resource consent for infrastructure application in the
coming weeks to make the land ready for future housing to be built.
The work for the proposed plans includes upgrading and creating improved water services,
transport connections around and within the site, and shared green spaces. This will help create
much needed homes and improve infrastructure for surrounding sites to help enable potential
housing.
Ruapehu District Council and Kāinga Ora are committed to keep the community updated on plans
and a community drop in session will be organised in the next few weeks.

Hi Gabby,
Susan and I have been discussing this opportunity this morning and it is getting time critical to have a steer on a briefing. We believe the
joint development in Ohakune will be an opportunity the Minister is interested in announcing but given it is quite a unique development
and with Crown Infrastructure Partners (CIP) it feels best she has an ad hoc briefing that gives an overview, ahead of making a decision
about if she wants to announce ideally next week or the week after.
Time is of the essence with the below upcoming timeframes that are not able to be moved and the announcement needs to be ahead of,
or aligned with these.
