Official Information Act request relating to BlackRock's climate investment fund for
renewable energy
Thank you for your Official Information Act 1982 (the Act) request, received on 12 August
2023. You requested:
“[…] the following in relation to the recently announced '$2Billion renewable
energy equity fund' between Blackrock Inn and the NZ Government:
Any discussion papers, reports and any other analytical material prepared by or
for Govt agencies in relation to the fund.
Any agreements, contracts or undertakings signed between the NZ Govt and
Blackrock Inc in relation to the fund.”
I believe that your request is more closely connected to the functions of the Minister of
Energy and Resources, Hon Dr Megan Woods. Accordingly, I have decided to transfer your
request to Hon Dr Woods, as the Minister of Energy and Resources under section 14(b)(ii) of
the Act.
The Minister of Energy and Resources has the usual time limits from receipt of this transfer
to make a decision on your request.
The only information held by the Department of the Prime Minister and Cabinet (DPMC) and
identified as relevant to your request that is not covered by the transfer above is a briefing
provided by our Policy Advisory Group to the Prime Minister. These briefings are provided to
the Prime Minister in confidence, to support him in his role as leader of the Government and
Chair of Cabinet. This briefing is withheld in its entirety under the following sections of the
Act:
• section 9(2)(f)(ii), to maintain collective and individual ministerial responsibility
• section 9(2)(f)(iv), to maintain the confidentiality of advice tendered by or to Ministers
and officials
• section 9(2)(g)(i), to maintain the effective conduct of public affairs through the free and
frank expression of opinion.
In making my decision, I have considered the public interest considerations in section 9(1) of
the Act. No public interest has been identified that would be sufficient to override the reasons
for withholding that information.

You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
We do not intend to publish this response on the Department of the Prime Minister and
Cabinet’s website.
