Dear Mr Richardson,
OFFICIAL INFORMATION ACT 1982 (OIA) – REQUEST FOR INFORMATION - CHRISTCHURCH
INTERNATIONAL AIRPORT LIMITED (CIAL)
1.
We write further to our email of 16 August 2023, acknowledging receipt of your email of 14 August
2023 (via the third party public platform fyi.org.nz) in which you requested information pursuant to
the OIA in relation to the following statement which has appeared on CIAL’s Central Otago Airport
project website (the
Website)
“The aviation industry accounts for 2% of New Zealand’s emissions
and is taking urgent action to address climate change through decarbonisation.” (the
Website
Statement).
2.
Your request specifically asks for:
“details of the documentation, research and data [CIAL is] using to claim it’s 2%”; and
(referred to in this letter as “
Request 1”).
“copies of all correspondence, notes etc in the last 24 months where aviation emissions are
discussed as being anything other than 2%”.
(referred to in this letter as “
Request 2”)
Request 1
3.
CIAL is not seeking to make the claim set out in Request 1 and therefore there is no information
CIAL holds with respect to Request 1. CIAL acknowledges that the Website Statement which you
refer to in Request 1 did, inadvertently, appear previously on one page of the Website. However,
consistent with other data contained or referred to on the Website, this should have referred to
global emissions and, as part of CIAL’s regular updates to its website content, has now been updated.
Request 2
4.
In relation to Request 2, to provide all “correspondence, notes etc” from the last 24 months where
aviation emissions are discussed in the context of “being anything other than 2%” would require
substantial collation and research given the vast number of circumstances in which aviation emissions
may be corresponded on. However, we refer you to the following documents and information sheets
which are publicly available on our Website and which generally discuss aviation emissions:
a. The document titled
Unlocking potential: Central Otago’s runway to a future-focused airport
found at
https://www.centralotagoairport.co.nz/uploads/images/Unlocking-potential-31-
Aug2023.pdf (in particular pages 66 to 71).
b. The Information Sheet dated November 2022 titled “

aviation
emissions
Aviation
and
Climate:

Airports
Role”

c. The Information Sheet dated November 2022 titled
“How aviation is regulated to address
climate change”

we have in some way misinterpreted your requests, please let us know.
