Thank you for your email of 20 August 2023 to the Ministry of Business, Innovation and Employment
requesting, under the Official Information Act 1982 (the Act), the fol owing:
Any discussion documents between 1995 - 2002 that speak about the access to services and
rights given to refugee claimants whilst they are in the process of claiming refugee status.
On 15 September 2023, we advised you that we were extending the time available to answer your
request as it necessitated a search through a large quantity of information and meeting the original
time limit would unreasonably interfere with our operations.
Our Response
We have searched through archived paper files and emails from 1995 to 2002 to find any information
that may be relevant to your request, however, we have not located any discussion documents that
speak about the access to services or rights of refugee claimants or asylum seekers whilst in the process
of claiming refugee status. We are therefore refusing your request under section 18(e) of the Act as the
document al eged to contain the information requested does not exist or, despite reasonable efforts to
locate it, cannot be found. In accordance with section 18(B) of the Act, I have considered whether
consulting with you would remove the reason for refusal, however, in my view it would not.
You have the right to seek an investigation and review by the Ombudsman of this decision. Information
