OFFICIAL INFORMATION ACT 1982 (OIA) – REQUEST FOR INFORMATION - CHRISTCHURCH
INTERNATIONAL AIRPORT LIMITED (CIAL)

We write further to our email of 24 August 2023, acknowledging receipt of your email of 22 August
2023 (via the third party public platform fyi.org.nz) in which you requested the following information
pursuant to the OIA:
“Could I please have all documentation, including emails, about electric vehicles at Christchurch
Airport, in the last 12 months.
”

Request”).

From the outset, we consider your Request too broad in scope and therefore, we will be unable to
provide you with this level of information. The breadth of your Request means that it would cover a
large raft of correspondence, documents and emails which would need to be extracted from
numerous sources and places internally – for example, as currently drafted your request would even
extend to: (a) internal records of usage by CIAL staff around the campus of its electric vehicle fleet
(and associated booking forms); (b) any correspondence or documentation which might relate to
electric vehicles owned (and driven at CIAL) by rental car companies/taxi operators/passenger
service vehicle operators; (c) any correspondence or documentation which might relate to any
incidents at CIAL involving electric vehicles (whether owned by CIAL, members of the public, our
contactors, tenants or business partners). Responding to the Request as currently drafted would
involve the diversion of personnel for a substantial period of time to go through and collate the
information you are requesting and, in any event, we caution that much of this internal
correspondence is likely to be withheld under sections 9(2)(a), 9(2)(b)(ii), 9(2)(ba) and/or 9(2)(i)
of the OIA.

In order to best assist you, we ask that you refine or clarify your Request above. If you are unable
to do so, your Request shall be refused under Section 18(f) of the OIA. At this stage we would also
like to point you to the following publicly available information in relation to electric vehicles at CIAL:
