Thank you for your email of 12 September 2023, requesting the fol owing information from
Toi Ohomai ǀ Te Pūkenga – New Zealand Institute of Skil s and Technology (Te Pūkenga):
I would like to request the following information for the time period January 2010 - December
2018.
International student enrolments at the Mokoia campus, listed on a monthly basis for each
month during those periods.
Within those figures, please indicate the following
The numbers per programme of study
The numbers of students per overseas country per programme of study The proportion of
students who successfully completed their studies.
This letter provides a formal decision on your request under the Official Information Act 1982 (OIA).
The decision
Information about international ākonga (learner) enrolments at the Mokoia campus of Toi Ohomai is
attached at
Appendix One. The number of ākonga enrol ed (not equivalent full-time student or EFTS)
in each programme of study is provided including their citizenship country.
We have provided information about international ākonga who successfully completed their studies
and the number of qualification/s awarded at
Appendix Two. The number of ākonga for each
qualification, by citizenship is provided.
While your request is for the time period January 2010 - December 2018, Toi Ohomai was only
created in 2016 from the amalgamation of Bay of Plenty Polytechnic and the Waiariki Institute of
Technology. Therefore, information supplied is for ākonga enrolled in years 2016 to 2018.
Additionally, programme enrolments on a month-by-month basis are only gathered by EFTS, rather
than number of ākonga, and would require going into each and every ākonga file. We are not able to
provide enrolment and qualification details matching up each individual, as Toi Ohomai data system
does not measure completion of a qualification in this manner without substantial col ation and
research. The information supplied is for ākonga who qualified in years 2016 to 2018.
Where the number of ākonga is less than four, we have noted this and withheld the exact figure with
reliance on section 9(2)(a) of the OIA, to protect the privacy of natural persons. We do not believe
the need to withhold this information is outweighed by the public interest in its release.
Interpretation of the data provided
Please note the fol owing points regarding the information provided:
• Ākonga enrol ed in multi-year programmes may be included in the enrolment numbers, but
not have completed their studies until after 2018 so not be represented in the qualification
numbers. Vice versa, some ākonga may appear in the qualification number but were enrolled
prior to 2016, so will not be represented in the enrolment numbers.
• When looking at the two tables it is also important to note that people can withdraw from
study or not gain a qualification for a multitude of reasons, for example change in family or
personal circumstances, cultural/religious reasons, bereavement, non-attendance, gained
employment, living expenses, not achieving requirements, programme of study not what was
expected, transfer to another programme or Institute.
You have the right to make a complaint to the Ombudsman under section 28(3) of the OIA if you are
