I refer to your email dated 2 October 2023 to Waka Kotahi NZ Transport Agency (Waka Kotahi),
requesting the following under the Official Information Act 1982 (the Act):
“Please provide analysis (if any held) of the environmental impact of NZTA windscreen labels.
Are there any plans to remove [NZTA windscreen labels] in future, given that the majority (all?)
data can now be found digitally?”
After consulting with Waka Kotahi, the Ministry of Transport (the Ministry) accepted the transfer of the
second part of your request on 10 October 2023.
I am refusing your request under section 18(d) of the Act because the information requested is or will
soon be publicly available. In 2022, the Ministry consulted on the removal of the requirement to
display registration and road user charges labels. You can find the consultation document online at
https://www.transport.govt.nz/consultations/road-user-charges-consultation/. The proposal concerning
the removal of the requirement for light vehicle owners to display a RUC licence can be found on
page 42. The proposal to remove the requirement to display other transport paper labels is on page
46.
You have the right to seek an investigation and review of this response by the Ombudsman, in
