I would like to request a copy of the "Brand development paper" mentioned on item 4 of the 
National Ticketing Solution Governance Board Minutes on Friday 28th July 2023. (Minutes 
previously released as part of OIA-13589) 
 
The fol owing document falls within the scope of your request and is enclosed:

Certain information has been withheld under section 9(2)(i) of the Act. This section allows for the 
withholding of information to enable a Minister of the Crown or any public service agency or 
organisation holding the information to carry on, without prejudice or disadvantage, negotiations 
(including commercial and industrial negotiations).

which would render it desirable, in the public interest, to make the information available.
