Thank you for your request of 12 October 2023 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (OIA), the fol owing information:
Please supply all communications from 01 November 2022 to present, including but not limited to
Texts , Emails, Phone records, Social messages where the subject or content included the
discussion of OIA requests on RAL liquidation or Administration.
On 20 October 2023, MBIE advised you that your request would likely be declined under section 18(f) of
the OIA, because the information requested could not be made available without substantial col ation or
research. On 10 November 2023, you agreed to amend the scope of your request as fol ows:
Please supply all communications from 01 November 2022 to present, including but not limited to
Texts, Emails, Phone records, Social messages where the subject or content included the
discussion of OIA requests on RAL liquidation or Administration.
Please also include the filter term concession or license. This is likely to reduce the volume to those
discussions focused on concession transfer.
Whilst the approach was narrowed with the additional search parameters the results are stil substantial.
A records search on the terms above yielded a total of 1,256 emails. MBIE calculates that it takes five
minutes to process each email, therefore this would calculate to 104 hours. This does not factor in any
texts, phone records, social message, and any consultations we may be required to complete. MBIE is
therefore refusing your request under section 18(f) of the OIA, as the information requested cannot be
made available without substantial col ation or research.
