Official Information Act request relating to communication and financial involvement
with Glitterpill and Khalifa Ihler Institute
Thank you for your Official Information Act 1982 (the Act) request received on 16 October
2023. You requested:
“I'm requesting any communication and/or financial history shared between DPMC, or
any inter-agency organisations DPMC is involved in, and Glitterpill LLC as well as The
Khalifa Ihler Institute.“
The time frame for responding to your request was extended under section 15A of the Act by
26 working days as your request necessitated a search through a large quantity of
information, and consultations were needed before a decision could be made on your
request.
We contacted you on 20 December 2023 advising of a decision to respond to your request
by 29 February 2024. Following this decision, we are now in a position to respond. Thank
you for your patience while we processed your request.
Information being released
I have decided to release the relevant parts of the documents attached, subject to
information being withheld as noted. The relevant grounds under which information has been
withheld are:
• section 9(2)(a), to protect the privacy of individuals;
• section 9(2)(ba)(i), protect information which is subject to an obligation of
confidence or which any person has been or could be compelled to provide under
the authority of any enactment, where the making available of the information
would be likely to prejudice the supply of similar information, or information from
the same source, and it is in the public interest that such information should
continue to be supplied; and
• section 9(2)(f)(iv), to maintain the confidentiality of advice tendered by or to
Ministers and officials.
Some information has also been removed from the attached documents where it is out of
scope or is provided as a duplicate.
Please note that the information you have requested only relates to information held by the
Department of the Prime Minister and Cabinet (DPMC) regarding the Khalifa Ihler Institute,
as DPMC does not hold any information regarding Glitterpill. As such, we are refusing this
part of your request under section 18(e) of your request, as the information you have
requested does not exist.

I can confirm that DPMC does not hold any information relating to any financial information
between DPMC and the Khalifa Ihler Institute, therefore, we are also refusing this part of your
request under section 18(e) of the Act, as the information you have requested does not exist.
In making my decision, I have considered the public interest considerations in section 9(1) of
the Act. No public interest has been identified that would be sufficient to override the reasons
for withholding that information.
You have the right to ask the Ombudsman to investigate and review my decision under
section 28(3) of the Act.
We do not intend to publish this response on DPMC’s website.
