Official Information Act request: Ministry nominations and endorsements
Thank you for your email of 29 October 2023 to the Ministry for Ethnic Communities (the
Ministry), requesting the following information under the Official Information Act 1982 (the
OIA):
1. The name of positions you have nominated your qualified individuals to.
2. In your status, "239 this year (2022/23)”, do you include nominated multiple individuals
to one position, or you have only nominated one person per position?
3. The name of positions you have sent endorsements to.
4. What is the difference between nomination and endorsement? Who signs off the
endorsement and who signs off the nomination?
5. How many qualified individuals were successfully appointed?
For clarity, your request is in reference to the
Te Pūrongo ā-Tau a Te Tari Mātāwaka – Annual
Report of the Ministry for Ethnic Communities 2022/23. I have addressed each part of your request in turn below.
1. The name of positions you have nominated your qualified individuals to?
In 2022/23 the Ministry nominated individuals for the following roles on public sector boards
and committees: Chair, Chair and Member, Deputy Chair, Director, Layperson, Member,
Member Health Practitioner, and Natural Science Commissioner.
2. In your status, "239 this year (2022/23)”, do you include nominated multiple individuals to
one position, or have you only nominated one person per position?
For clarification, there were 239 nominations. One individual may be nominated for more than
one position, and one or more individual may be nominated for a single position.
3. The name of positions you have sent endorsements to?
In 2022/23 the Ministry endorsed candidates for the fol owing positions: Chair, Deputy Chair,
Health Practitioner, Lay Person, Member, and Member Health Practitioner.

4. What is [the] difference [between] nomination[s] and endorsement[s]? Who sign[s] off the
endorsement, and who sign[s] off the nomination?
This information was previously provided to you in February 2023 (
OIA2223-0532 refers).
“Nomination” means that the Ministry identifies and nominates suitable candidates from its
database to the appointing organisation or the Minister in response to their request. More
information regarding the Ministry’s Nominations Service can be found here:
https://www.ethniccommunities.govt.nz/programmes/nominations/. The Ministry may endorse candidates for a board vacancy who have self-nominated/applied for
a board vacancy directly. In that instance, the Ministry can contact the appointing agency to
advise of the Ministry’s endorsement. An “endorsement” means that the Ministry supports the
candidate’s application for the vacancy as they are a person on the Ministry’s database.
Endorsements and nominations are signed off by the Talent and Governance Lead.
5. How many qualified individuals [were] successful y appointed?
The Ministry is aware of 17 individuals from our database who were appointed or reappointed in
2022/23 as the individual informed us; the appointment/reappointment was announced on
www.beehive.govt.nz website or published on in the New Zealand Gazette. There may be other
appointments or reappointments that the Ministry is not aware of.
