Thank you for your request dated 10 June 2024 to Kāinga Ora – Homes and Communities, regarding
the Teitei Drive, Ohakune development under the Of icial Information Act 1982 (the Act) as follows:
The reporting shows some
$0.19m for milestone 6
$1.08m for milestone 7
$1.03m for milestone 8
1./ Please confirm the total amounts that were drawn down from HUD and the requests and
approvals.
2./ Please advise why these milestones were paid out of order and for items that have not
been completed.
3./ Please advise the allocation of these funds, i.e. the parties that received them, such as KO
or RDC
4./ If all funds were received by KO in question 3, please advise if KO paid to RDC any funds
or is awaiting payment to RDC of any funds
5./ If the total figure released from HUD differs from the amounts listed above, please advise
the total figures that have been drawn down
6. / Please advise on what grounds these funds were drawn down and what they were paid
towards
I wil respond to each part of your request in an asked and answered format below.
1./ Please confirm the total amounts that were drawn down from HUD and the requests
and approvals.
I can confirm that the drawdowns claimed to date total $350,000 + GST, these are:
• $224,000 + GST, dated 28 July 2023, for milestone 1
• $126,000 + GST, dated 10 October 2023, for milestone 2
Please refer to the at ached invoices. There is no further request or approval documentation. Some
information has been withheld under section 9(2)(a) of the Act,
‘to protect the privacy of natural
persons’. Kāinga Ora has considered the public interest in providing this information but does not
consider it to outweigh the need to withhold it.
2./ Please advise why these milestones were paid out of order and for items that have
not been completed.
The shovel ready funding drawdowns received were not paid out of order and were for completed
milestones 1 and 2. It is important to note that the total amounts drawn down at each milestone
specifically relate to work that is completed, rather than a nominal allocation of funding released.
3./ Please advise the allocation of these funds, i.e. the parties that received them, such
as KO or RDC
Shovel ready funding drawdowns were received by Kāinga Ora.
4./ If all funds were received by KO in question 3, please advise if KO paid to RDC any
funds or is awaiting payment to RDC of any funds
Kāinga Ora has paid invoices to RDC for consent fees only. There is no shovel ready funding planned
to be paid to RDC.
5./ If the total figure released from HUD differs from the amounts listed above, please
advise the total figures that have been drawn down
Shovel ready funding drawdown claimed and received to date are for milestone 1 and milestone 2, for
a combined total of $350,000 + GST. There have been no drawdowns for milestones 6-8.
6./ Please advise on what grounds these funds were drawn down and what they were
paid towards
The shovel ready fund drawdowns received were in accordance with completed contract Milestones 1
and 2, these being Start-up and Concept Design. The funds reimbursed Kāinga Ora for consultant
design fees and consent fees.
