Thank you for your email of 19 February 2024 requesting information relating to 6 Teitei Drive,
which is also known as the Ohakune Social Housing Project (the Project), under the Official
Information Act 1982 (the Act)
You will recall that Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (HUD),
transferred part of your request as the information requested is believed to be more closely
connected with the functions of Kāinga Ora – Homes and Communities.
HUD has responded to the remaining six questions below.
1./ Point 1 (Funding), please provide a list of payments to KO made to date and supporting
documentation used to approve payment, also include the amount paid and dates
No payments have been made therefore this is refused under 18(e) of the Act as the document
requested does not exist or cannot be found.
9./ Point 4.1, 4.2,4.3 - Have HUD requested any items under 4.1, please provide copies; also has
HUD assigned an observer, or document any discussions under 4.3 of the agreement.
No items have been requested.
11./ Point 6.1 - We have provided evidence as to a breach of the Warranties, where KO has
provided CIP/HUD misleading (emails from senior staff stating to withhold facts from ministers and
reference group to obtain funding) and providing false statements on the funding application
(stating the consent to be simple and permitted, when it was in breach of just about every district
rule and policy) and that funding was well understated and known at time of application to then be
increased by $2.3m just a month after contract signing. Please provide emails & documentation
into the investigation of these breaches that have been reported and the status of the investigation.
HUD has not completed any investigations for breach of warranties.
12./ Point 9 - Please provide any communications received by HUD in relation to media enquiries
and the responses made by HUD.
No communications have been provided to HUD in relation to media enquiries therefore this is
refused under 18(e) of the Act as the document requested does not exist or cannot be found.
14./ While this is somewhat opinion while we await OIA response (which has been delayed and
extended, due for response this week), it would appear Teitei Drive/State Highway intersection
encroaches a reserve/park, thus is not legally formed; 6 Teitei Drive has no legal access. To go
through formal consultation with the community on vesting this park land as road could take years,
or the reconstruction of the road to form on the correct location wil be costly and take time. The
consequences to the whole development and any resource consent application could be
interesting. Please advise if HUD has received any communications about provide any
documentation or emails that relate.
HUD has not received any communications on legal access to 6 Teitei Drive, therefore this is
refused under 18(e) of the Act as the document requested does not exist or cannot be found.
15./ Has HUD been notified that the partners to the 6 Teitei Drive project have been put on notice
and a Judicial Review is likely, please provide copies of communications or documents as this
should be covered under question 2 above
HUD has not been notified.
