Thank you for your emails on 21 November 2023, asking for the following which has been
considered under the Of icial Information Act 1982 (the Act):
“… a copy of the Geomapping project data/map that was done for the Toiora leadership
Group (MHA transformation) in the Bay of Plenty
A copy of the Geo-map & associated data that was completed as part of the Mental health
and addiction transformation project by the Toiora leadership group/associated teams (Toi
Ora/Maori Health Gains ect).
Total cost for the above mentioned Geo-mapping project.
Total budget for the Mental Health and Addiction Transformation project (BOP) and current
spend to date”.
In response to the first two parts of your request, please see the Mental Health and Addiction
Service Map Workstream enclosed as
Annex One and a screenshot of the map enclosed as
Annex Two.
The geo mapping costs totaled $4,600.
Regarding your final question, the total budget and spend to date on the Mental Health and
Addiction Transformation project is enclosed as
Annex Three.

Annex 1
MENTAL HEALTH & ADDICTIONS SERVICE MAP WORKSTREAM
BACKGROUND
To build a MHAS provider map for the BOP boundary this requires a web app which is interactive map including the
following features
•
BOPDHB iwi boundaries
•
BOPDHB locality boundaries (If any)
Within these boundary areas, the following data will be accessible
•
Basic census information by geographical unit
•
Index of Multiple Deprivation data (IMD)
•
MHA Providers and service coverage areas.
Workstream Scope and Deliverables
The following ‘out of scope’ elements are now ‘in scope’
•
Hosting and deployment of core web app
•
DNS and hostname/URL management
•
Security of hosted web app
•
Performance and reliability of hosted web app
•
Mapping coverage area for providers
•
Provision of iwi boundary data
•
Provision of locality boundary data.
That is, all responsibility for deployment and implementation of the App resides with the contractor. Similarly, the
contractor is responsible for working with relevant stakeholders to source iwi boundary and locality boundary data.
Please note that the existence, integrity and accuracy of this data is not yet known, and it is difficult to be certain
about the effort required.
An additional item is also required:
•
Work through cloud risk assessment with BOP DHB This item was unknown at the outset but is required by DHB
governance/policy to utilise any cloud computing platform.
The risk assessment is large and detailed and will require meaningful work to complete.
Deliverables
An additional hard deliverable is therefore required, and these are now as follows:
•
Code, representing a web app incorporating everything under subsection 3 of section 2.1
•
Documentation for end users, and handover documentation for technical resource (maintenance, extension and
under the Official Information Act 1982
further development)
•
Deployment and management of web approaches
•
Mapping of IMD and MHA Providers (inc. service coverage areas) is
complete
•
Census data has been sourced
•
Iwi boundary data has been sourced
