Information has been withheld under section 9(2)(a) of the OIA to protect the privacy of natural 
persons. In accordance with section 9(1) of the OIA I have considered whether there are 
countervailing public interest considerations in favour of releasing this information. I do not believe 
such considerations exist in this instance.  
 
Some information is withheld as outside of scope as it does not relate to the request.
