Kia ora Alistair,
Thank you for your request for information dated 23 November 2023 regarding the issuance of infringements
pertaining to the Queen Street EVA (Essential Vehicle Area) between Wellesley Street East and Wakefield
Street (zone QSEVA1).
1. How many warning letters were issued to drivers of unofficial vehicles travelling in this special vehicle
lane between the period 03-July-2022 to 22-Mar-2023
The EVA enforcement started on 5 July 2022, with a planned warning period of 6 weeks (no live infringements
were issued during this warning period to first time offending vehicles in this lane). During this period a
vehicle that travelled incorrectly in this lane for the first time received a warning. However, if the same
vehicle travelled through this lane again for a second, third etc time, it received a live infringement. Live
enforcement (issuing of live infringements) commenced on 20 March 2023.
For the period 05/07/2022 to 05/03/23; 63,218 infringement warnings were issued to vehicles travelling
through the QSEVA1 zone for Unauthorised use of a Special Vehicle Lane.
2. How many infringement notices have been issued between 23-Mar-2022 and 30-Nov 2023 for
unauthorised vehicles driving through this special vehicle lane.
As stated above, the EVA enforcement began 5 July 2022 thus prior vehicle infringement data pertaining to
the QSEVA1 zone does not exist.
For the period 05/07/2022 to 30/11/2023; 50,881 infringements were issued to vehicles travelling through
the QSEVA1 zone for Unauthorised use of a Special Vehicle Lane.
3. How many of the infringement notices issued between 23-Mar-2023 and 30-Nov-2023 for vehicles
travelling through this special vehicle lane have been enforced.
For the period 23/03/2023 to 30/11/2023; 41,470 infringements were issued to vehicles travelling through
the QSEVA1 zone for Unauthorised use of a Special Vehicle Lane.
Should you believe that we have not dealt with your request appropriately, you are able to make a
complaint to the Office of the Ombudsman in accordance with section 27(3) of the LGOIMA Act and seek an
