OIA 23-24-29: External Pre-Feasibility Thank you for your email of 4 December 2023 to New Zealand Trade and Enterprise (NZTE),
making a request under the Official Information Act 1982 (the Act). You requested the following
information:
Please provide a list of external work completed using funding under the NZTE Investment
"pre-feasibility" funding, including the date, the provider of the work, description of the work and
the cost.
Answers to your questions are as follows.
NZTE helps businesses raise growth capital and matches investors with investment
opportunities that benefit New Zealand.
As part of this work, NZTE commissions “pre-feasibility” activity to assess investible subsectors
in cases where:
• Preliminary studies are required to determine if a concept is worth to proceed to
feasibility stage
• To provide data or research that will benefit multiple sponsors.
To determine if pre-feasibility funding is appropriate NZTE will consider the following:
• The pre-feasibility will be of benefit to a wide range of parties
• If there are multiple government agencies involved in the investible subsector then the
pre-feasibility study should be co-funded.
A pre-feasibility study can be undertaken if there is potential for the project to lead to one of the
following outcomes:
• Supports the development of regional objectives and opportunities
• Drives structural transformation of the economy or diversification
• Is key to raising new technology and knowledge use in firms and sectors
• Has the potential to stimulate a region through the creation of high value jobs
• Drives productive use of land to a more optimal level.
A record of payments made for “pre-feasibility” is below (please note, where multiple payments
are made on the same project NZTE has included the date of the first payment).
In instances where a company that NZTE consulted with objected to the information being
released because of its commercially sensitive nature or the company has not made a
response to consultation within the timeframe of this OIA request, we have withheld the
information under section 9(2)(b)(ii) of the Official Information Act - “the making available of that
information would be likely to unreasonably prejudice the commercial position of the person
who supplied or who is subject of the information.” This information has been grouped together
at the bottom of the table along with the total cost.
