I refer to your email to the Office of Hon Simeon Brown dated 13 December 2023, which was 
transferred to the Ministry of Transport (the Ministry) on 14 December 2023 under section 14 
of the Of icial Information Act 1982 (the Act): 
“I’m writing and asking for the release in any draft RIS on the clean car 
discount policy”. 
We have interpreted your request as requesting the latest version of the Regulatory Impact 
Statement (on discontinuing the Clean Car Discount) prepared by the Ministry of Transport. 
The latest version of this Regulatory Impact Statement has been proactively released and is 
available on the Ministry of Transport’s (the Ministry’s) website here: Regulatory Impact 
Statement.  
Accordingly, I am refusing your request under section 18(d) of the Act, as the document is 
publicly available. 
You have the right to seek an investigation and review of this response by the Ombudsman, 
in accordance with section 28(3) of the Act. The relevant details can be found on the 
Ombudsman’s website www.ombudsman.parliament.nz 
The Ministry publishes our Official Information Act responses and the information contained 
in our reply to you may be published on the Ministry website. Before publishing we wil  remove 
any personal or identifiable information.
