Thank you for your email of 19 December 2023 requesting the following under the Official Information 
Act 1982 (the Act): 
1.  Do the aeroplanes spraying Chem trails over kaikoura (that i have witnessed) have radioactive 
strontium in the trails, barium and aluminum?  
2.  How many weather modifications station are in Nz OR H.A A.R.P?  
3.  What are the effects on the environment and living creatures ingesting the fallout of these 
chemical trails?  
4.  Who gives permission to consent for geo engineering to take place in Nz?  
In response to the parts of your request relating to chem trails, there is no evidence to support the 
occurrence of deliberate spraying of chemicals from aircraft. The persistent white trails in skies that 
have been attributed to “chem trails” are either vapour trails from aircraft, or clouds which have been 
formed by a natural process known as cloud streeting. Vapour trails are sensitive to moisture levels and 
the stability of the atmosphere, and small changes in these parameters can affect their appearance and 
persistence. Under certain atmospheric conditions, the vapour trails can last for a few hours and spread 
out due to winds.  
You can be assured that there is no deliberate spraying of chemicals from aircraft or the use of any 
other weather modification by the Government. 
In response to the parts of your request relating to weather modification, weather modification stations 
and geoengineering, there is no evidence to support the occurrence of cloud seeding, geoengineering, 
or any other weather modification methods by the Government.  
I must therefore refuse your request in full under section 18(g)(i) of the Act, as the information requested 
is not held by the Ministry and I have no reason to believe it is held by another agency. 
You have the right to seek an investigation and review by the Office of the Ombudsman of my decision 
to withhold information relating to this request, in accordance with section 28(3) of the Act. The relevant
