Thank you for your email
of 11 January 2024 requesting the fol owing information under the Official
Information Act 1982 (the Act):
I am requesting data on restricted license pass and fail rates for the Manawatu-Wanganui for 2021
and 2022. (also 2023 if available). Specifically, I would like to compare pass and fail rates of AA
Feilding, VTNZ Levin and VTNZ Palmerston North.
Can I please have this data by month, testing site, and pass and fail rates.
Part of your request has been withheld under section 9(2)(a) of the Act. This section al ows for the
withholding of information to protect the privacy of natural persons, including that of deceased natural
persons, and in this case the privacy of testing officers and applicants.
To protect the privacy of testing officers and applicants, test sites with less than 3 testing officers
conducting a restricted test, or less than 4 applicants with a test resulted as pass, fail or terminated in
any month has been withheld.
In the case of Class 1 (Motor Cars and Light Motor Vehicles) restricted license test, eight of the nine
test sites in the Manawatu-Whanganui region are affected. These eight test sites have been combined
together into the “COMBINED SITE“ group and include all three of AA Feilding, VTNZ Levin and VTNZ
Palmerston North.
In the case of Class 6 (Motorcycles, Moped or ATV) restricted license test, al individual test sites in
the Manawatu-Whanganui region are affected, as is the combination of al sites combined (i.e., the
entire Manawatu-Whanganui region) and therefore this data has been withheld.
The information requested on class 1 restricted license test data for the Manawatu-Whanganui region
has been attached in,
OIA-14432.xlsx, containing 2021-2023 Manawatu-Whanganui region restricted
license test data. Please note that the data in the spreadsheet should be read in conjunction with the
caveats on the first page of the spreadsheet.
