Thank you for your email
of 25 January 2024 requesting the fol owing information under the Official
Information Act 1982 (the Act):
the number of people who have type 1 Diabetes and hold a current class 2 license hold a

On 2 and 12 February 2024, NZ Transport Agency Waka Kotahi (NZTA) emailed you to clarify whether
all lines of your request relate to people with type 1 diabetes or whether it only applies to the first line
about class 2 and 4 licences.
As we have not received a response from you, we have interpreted it as applying to each line of your
request.
There are approximately 14,000 medical files attached to driver licence holders. These files would
cover a wide variety of medical conditions, including diabetes. However, to determine which medical
files have type 1 diabetes listed on them, would require manual y opening each person’s medical file
and checking what medical conditions apply to that particular profile.
As the information requested cannot be made available without substantial collation or research, I am
refusing your request under section 18(f) of the Act.
We have considered whether charging or extending the timeframe for responding to your request
would help, as required by section 18A of the Act. However, we consider that it is not practicable in
this case.
Please note that certain driver licence data held on the DRL can be provided. If you would like to
request a different set of data, we wil be happy to consider your request.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
