Dear Andrew Riddell,
I am writing concerning your Official Information Act 1982 (OIA) request of
29 February 2024. The request was for:
Please provide all copies of all assessments, reports, cabinet papers, emails,
phone and meeting records and all other documentation since October 7 2023
relating to the very recent decision to extend the 'terrorist' designation to the
social services part of the Palestinian organisation commonly known as Hamas.
This letter is to advise that responding to your request as currently framed would
require review of a significant amount of information to locate information potentially
in scope, and further stil capture a large volume of information once reviewed. As
such, it is likely that your request wil be refused under section 18(f) of the OIA, as it
would require substantial collation and research.
Accordingly, I am seeking your agreement to refine your request to be for:
Formal advice (including briefings and cabinet papers) received by Minister of
Foreign Affairs Rt Hon Winston Peters since 7 October 2023 relating to the very
recent decision to extend the 'terrorist' designation to the social services part of
the Palestinian organisation commonly known as Hamas.
Please note, it is likely that we wil need to withhold information from documents in
scope of your request.
Please confirm if you are happy to proceed with the refined request, by
5.00 pm
Friday 15 March 2024. If we do not hear from you, we wil proceed with your original
request.
