Thank you for your Of icial Information Act request (OIA), received on 3 March 2024.
You requested:
1.
all correspondence (including but not limited to emails, briefing notes, data,
reports, notes of phone calls, Teams messages etc) between Treasury and
Sir Bil English (and/or any other personnel associated with the
independent review of Kāinga Ora) relating to the Independent review of
Kāinga Ora.
2.
all documents prepared by Treasury (including but not limited to emails,
briefing notes, data, reports, notes of phone calls, Teams messages etc)
relating to the independent review of Kāinga Ora.
Part 1
An initial search of relevant correspondence using key words from part one of your
request returned a substantial number of results. Due to the number of documents that
would need to be reviewed, I have decided to refuse part one of your request under
section 18(f) of the OIA -
the information requested cannot be made available without
substantial collation or research. Pursuant to our duty under s18B of the OIA, we did
consider asking you to further refine your request. However, the majority of the relevant
information is under active consideration, and it would likely be refused under
s9(2)(f)(iv).
Part 2
I have decided to withhold in full the documents within scope of part 2 your request,
under section 9(2)(f)(iv) of the OIA –
to maintain the current constitutional conventions
protecting the confidentiality of advice tendered by Ministers and officials.
In making my decision, I have considered the public interest considerations in section
9(1) of the Official Information Act.
Please note that this letter (with your personal details removed) and enclosed
documents may be published on the Treasury website.
