Thank you for your email of 9 March 2024 to the Ministry of Education (the Ministry) requesting the
fol owing information:
The Ministry of Education was undertaking a review of ORS funding which was due for
completion/release in July 2023.
Could you please provide information on whether this was completed and the document if
this occurred.
Your request has been considered under the Official Information Act 1982 (the Act).
I can advise that no review of ORS funding was undertaken and set for release in July 2023, as
outlined in your request. I am therefore refusing your request under section 18(e) of the Act, as the
information requested does not exist.
However, there is information available on the Ministry’s website about the Learning Support
Action Plan that may be of interest to you.
Learning Support Action Plan:
A key action of the Learning Support Action Plan was to “review supports for children and young
people with the highest levels of need, including the Ongoing Resourcing Scheme, to ensure they
are meeting needs of children and young people, and delivering the intended outcome.”

Highest Needs Review:
The Learning Support Action Plan led to the Highest Needs Review. The purpose of the Highest
Needs Review was to understand how the system was enabling children and young people with
the highest needs to achieve their ful potential in an inclusive education system that delivers fair
and excel ent outcomes.

The Highest Needs Review, and report back to Cabinet on the results and recommendations for
change have been completed. Progress on the Learning Support Action Plan, including the
Highest Needs Review, is publicly available and an update on the Highest Needs Review can be

The Ministry is in the process of providing an update to the Government on the performance of the
education system for children and young people with learning support needs. This wil include how
to address the findings of the Highest Needs Review and wil inform options for the next steps on
addressing the known issues.
