I refer to your request received on Wednesday 13 March 2024, which has been
considered under the Official Information Act 1982 (OIA), for the following information:
Email correspondence between the Minister’s Office and the Ministry regarding the
Signs of a Nation Te Papa exhibition and the protest activity relating to it between 9
December 2023 and 13 March 2024.

I have decided to release the relevant parts of the documents listed above, subject to
information being withheld under section 9(2)(a) of the OIA – to protect the privacy of
natural persons and section 9(2)(g)(i) – to maintain the effective conduct of public
affairs through the free and frank expression of opinions.
Some information has been deleted where it is not within the scope of your request.
Information being withheld
There are two draft letters covered by your request which I have decided to withhold
in full under 9(2)(g)(i) of the OIA - to maintain the effective conduct of public affairs
through the free and frank expression of opinions. Where these draft letters have been
withheld from Appendix One, I have included the final letters instead.
In making my decision, I have considered the public interest considerations in section
9(1) of the OIA. I do not consider that these considerations outweigh the need to
withhold the information.
