As discussed, the Minister of Transport has advised that he intends to put you forward for consideration for
appointment as member and Chair of the NZ Transport Agency Board. There are still a few steps that need to be
undertaken before this appointment is approved and confirmed. These include consulting with a number of

• The Board currently has seven members, the minimum number under the Act, appointed

Appointments Process and consultation
• The Chair role was advertised, and nominations sought from nominating agencies and
caucus. Candidates were interviewed and due diligence undertaken for Hon Bridges.
• I have also consulted with coalition partners on the proposed appointments.
• In line with section 98 (2) of the Act, the Ministry will consult with a wide range of
representative groups within the land transport sector on my behalf following this

around next steps of the process for the NZTA Chair. Could you confirm you are comfortable with us undertaking the

Advising the Ac ng Chair of who will be appointed and planned mings for appointment.
Advising those interviewed that they were unsuccessful.

Advising our media team of the planned announcement so they can begin preparing a media statement for
the Minister (I presume the Minister will want to announce the appointment).
Assuming the office is comfortable with all of these ac ons, I would also look to message Simon today to confirm
that his appointment is on the APH calendar for today and will be confirmed by Cabinet on Monday. I’ll also double
check if there are issues from him around a planned start date of 11 March, which is currently in the Cabinet paper –
we will need a date for the Gaze e no ce, but that is rela vely flexible depending on preferences. He will need to
be across the mings and will likely want to review any media release before it is sent.

A quick update – your appointment went to APH yesterday. The office has just confirmed that the
appointment will be considered by Cabinet on 11 March rather than the 4th. I am on leave until
Monday (at the cricket), but expect I will be in touch further next week for nailing down a few of the
remaining pre-appointment administrative matters (timing of announcement, preferred start date
etc).
The next board meeting is on 20 March (I’ve attached the schedule I provided before your
interview). I understand that this is now likely to be an in person meeting. NZTA will also likely want
to first begin with a mihi whakatau.

You asked for more details on the driving offence that was iden fied in the background check for the Honourable
Simon Bridges.
A copy of the report is a ached. Mr Bridges was convicted of one speed related offence in February 2018 for
exceeding the 100 km/h posted speed limit. That par cular demerit level is received for exceeding the speed limit by
more than 20 km/h but not more than 30 km/h.
Demerit points remain ac ve on an individual’s licence record for a period of two years from the date of the offence,
and an individual needs to accumulate 100 or more ac ve demerit points for their license to be suspended. Further

Not progressing an individual for appointment on the basis of their driving record is ul mately a judgement call for a
Minister. Ministry advice on this ma er would balance the following considera ons – the repeated nature of
offences, and how the offences appear against the Minister’s role in stewarding a safe land transport system.
The offence iden fied in the check is not ac ve on Mr Bridges record, and there hasn’t been any record of offences
since that me. Mr Bridges did disclose in the interview that he had received one speeding cket several years ago
but that was on the only offence for a long me. We can seek further details from Mr Bridges if required.

economic development opportunities that can be created through NZTA.
Mr Bridges advises that he intends to resign from his roles on National Road Carriers and Northern
Infrastructure Forum if appointed. He has also committed to refraining from making any public statements
on transport in his capacity as Chamber Chief Executive and has agreed strategies with the Chamber’s
board to manage perceptions of conflict of interest.
