I refer to your official information request dated 20 March 2024 for information to support 6th March,
Mayor Weston statement to Ruapehu Bulletin.
Council has reviewed its earlier decision to withhold information under section 7(2)(i) to enable any
local authority holding the information to carry on, without prejudice or disadvantage, negotiations
(including commercial and industrial negotiations).
Question: Please provide documents, formulas, spreadsheets or any other form of evidence to
support the statement by Mr Weston on 6th March that there would be no cost to ratepayers.
Council have decided to refuse your request under section 17(e) of the LGOIMA Act - that the
information requested does not exist.
This statement was made based on the intent of the project. The intent was that the development
would be completed by Kàinga Ora. While Ruapehu District Council was providing land as their part
of the agreement, the intent was Council would receive funds to cover costs related to the project
part of this transfer and there would be no unfunded costs incurred by Council in relation to the
project. The project never achieved a state where full budget models were developed to support the
intended outcome.
