Request for information regarding increase in MNZ employees and money spent on consultants 
I refer to your request of 25 March 2024 via the FYI site for the fol owing information:  
1. Please provide the number of Maritime NZ employees in June 2017. 
2. Please provide the number of MNZ employees in June 2023 (or June 2022) if MNZ 

had started adding staff in preparation for added HSWA port control. 
3. If there is an increase please provide the list of the additional positions created 

over that time period. 
4. Please provide MNZ expenditure on salaries and wages for 2016. 
5. Please provide MNZ expenditure on salaries and wages for 2022 
6. Please provide the amount of money spent yearly 2016-2023 inclusive on external 

consultants, working groups, independent reviews and the like excluding crown law 
for prosecutions. 
7. Please provide the amount of money spent yearly 2016-2023 inclusive with crown 

law/crown solicitors on recreational prosecutions. 
Response  
1.  Please provide the number of Maritime NZ employees in June 2017. 
As at 30 June 2017, Maritime NZ had 150 employees. This number included permanent and 
fixed-term employees, but excluded casual staff, employees on Leave Without Pay (LWOP) 
or Parental Leave Without Pay (PLWOP), and employees seconded to other agencies.  
2.  Please provide the number of MNZ employees in June 2023 (or June 2022) if MNZ had 
started adding staff in preparation for added HSWA port control. 
As at 30 June 2023, Maritime NZ had 348 employees which included permanent and fixed-
term employees, but excluded casual staff, employees on LWOP/PLWOP, and employees 
seconded to other agencies. 
The Safer Ports Programme Project team commenced in June 2023 with one permanent 
employee, two fixed-term employees, and two contractors. 


 
3.  If there is an increase please provide the list of the additional positions created over that 
time period. 
From December 2023, a permanent team was created called “HSWA Regulatory Operations”, 
consisting of a Manager, a Principal Advisor and five HSWA Specialist roles to support 
Maritime NZ’s extended HSWA designation taking effect 1 July 2024. In addition to this, two 
further permanent roles were also created to support Maritime NZ’s HSWA work, a Senior 
Advisor HSWA (Plant and Equipment) and a Senior Advisor Regulatory Practice (HSWA). 
4.   Please provide MNZ expenditure on salaries and wages for 2016. 
Expenditure on salaries and wages in the 2015/2016 financial year was $20,083,089. 
5.    Please provide MNZ expenditure on salaries and wages for 2022 
Expenditure on salaries and wages in the 2021/2022 financial year was $37,211,601. 
The information provided in answer to questions 4 and 5 is for three entities – Maritime NZ, 
Rescue Coordination Centre NZ, and the Oil Pollution Fund. The information is for employees 
only and does not include contractors. 
6.    Please provide the amount of money spent yearly 2016-2023 inclusive on external 
consultants, working groups, independent reviews and the like excluding crown law for 
prosecutions.

law/crown solicitors on recreational prosecutions. 
This part of your request is refused under section 18(f) of the Act, as the information 
requested cannot be made without substantial collation or research. Maritime NZ does not 
record the expenditure in such a way as to enable a reasonable search for this information. 
We have considered whether we would be able to respond to your request given extra time, 
or the ability to charge for the information requested. We have concluded that, in either case, 
Maritime NZ’s ability to undertake its other operations would still be prejudiced.
