Request for information
Thank you for your Official Information Act 1982 (OIA) request of 28 March 2024, in which
you asked for the fol owing information:
1. Please advise how many sworn police officers were deployed to guard the
rainbow crossing in Gisborne on 26 March, 27 March and 28 March.
2. Please also provide the number of other calls for Police assistance in the
Tairāwhiti Area during the times that officers were deployed to guard the
rainbow crossing, noting:
- the police code(s) and priority ranking given to for each call/event
- the length of time that it took for officers to respond in person to each of
those cal s/events (i.e., the length of time it took for an officer to be recorded
as 10-7)
- the number of officers/units that responded to each of those cal s/events.
- the first result code that was applied to each of those calls/events and how
long after the initial call was received it took for that result code to be applied
The information provided below uses data from the Police Communication and
Deployment (CAD) system - a log we retain on our Realtime Intel igence for Operational
Deployment (RIOD) system - and some narrative from the Acting Area Commander for
Tairāwhiti.
When Police communication centres receive a request for service, an event is entered in
the CAD system. Events may come via many sources, not just phone, and may include
officer-discovered events.
Police officers were deployed to the crossing on 27 March to prevent a repetition of the
vandalism of the crossing which occurred on 25 March. The event in question was
opened at 15:42:55 on 27/03/2024 and closed at 19:44:28 on 27/03/2024. Between these
times, Police recorded 33 other events in Tairāwhiti area

that are police-generated (such as traffic stops). The attached table lists those events
with the details you requested.
A manual enquiry has identified that the total number of police officers in the units
attending the event was 15.
Policing by its very nature requires constant prioritisation of resources to respond to
emergency demand. Police wil always prioritise and attend the jobs where peoples’ lives,
or safety are in danger.
Data in this response is drawn from a dynamic operational database and is subject to
change as new information is recorded or updated.
The Police RIOD system recorded the fol owing notes:
Mass Disorder Gladstone Road -
Police received information that members of the Destiny Church were threatening to re
paint over the rainbow crossing. At approximately 4 PM, they arrived at the rainbow
crossing, blocked off the road and jumped out of their vehicles with spray paint. Members
of the rainbow community were also present. 6 K9's

to ask the Ombudsman to seek an investigation and review of my decision.
