Local Government Official Information Request – Notification of Decision
We refer to your Request for Information under the Local Government Official Information and Meetings Act
1987 (LGOIMA) regarding a request for “costs relating to the various iterations of the “Before the Deluge” report,
including invoices, documents relating to the commissioning, production and expenditure on the reports,
inclusive of why and how the reports were commissioned, who approved the commissioning request and any
advice provided to the decision maker on whether to approve the commissioning” received by the Regional
Software Holdings Limited (RSHL) on 22 April 2024. (Request).
As you are aware, Greater Wellington Regional Council transferred your request to Regional Software Holdings
Ltd (RSHL) pursuant to section 12 of the Local Government Official Information and Meetings Act 1987. This
was done on the basis that this information is not held by Greater Wellington Regional Council but is more likely
to be held by RSHL.
The preparation of “Before the Deluge” Report (and revision) was led by Te Uru Kahika. Te Uru Kahika is a
representative group of all regional councils and unitary authorities across New Zealand.
RSHL is the shared services company for Te Uru Kahika and is a Council Controlled Organisation owned by 10
Regional and Unitary councils. It provides a vehicle for shared projects and services.
Following is the information you requested.
Please note that we have redacted some names and contact information to protect the privacy of some non-
council people. Hourly rates have also been redacted as they are commercially sensitive.

Please note:
•
The costs of producing the report were shared equitably between the 16 organisations that make up Te
Uru Kahika.
•
Costs of council staff (from all councils) participating in the production of the report are not known and so
cannot be provided.

and all documentation and correspondence relating to the commissioning of these reports.
NB For the purposes of this request “internal” has been interpreted as applying to any correspondence between
staff from any of the Te Uru Kahika councils, and RSHL staff.
