Thank you for your request of 12 April 2024 to Kāinga Ora – Homes and Communities requesting
information under the Official Information Act (the Act):
1./ Copies of approval requests and responses for the circa $2.3m to the board or
management between April 2023 - March 2024.
2./ Copies of the same above but to ministers or other government agencies
3./ Any communications or briefings to ministers or other government agencies since 28th feb
till today.
4./ A copy of directives received from ministers or government agencies regarding Teitei Drive
this year
5./ Copies of emails, agendas, notes, communications (any form) or documents relating to
Teitei Drive since 5th March 2024 as we of the understanding that Kainga Ora still wishes to be
development manager for Teitei however communications from the Minister says otherwise.
I am refusing parts 1 and 2 of your request under section 18(e) of the Act as the document alleged to
contain the information does not exist. No approval was sought for the $2.3 million.
In relation to part 3 of your request, I am providing the following documents as an attachment:
• Extract from Weekly report for period ending 1 March 2024
• Email to the Ministry of Housing and Urban Development dated 25 March 2024
• Report on Correspondence - copy sent to the Minister’s Office 4 April 2024
I am refusing part 4 of your request under section 18(e) of the Act as the document alleged to contain
the information does not exist. No directives have been received from Ministers or government
agencies about the Teitei Drive development this year.
In relation to part 5 of your request, an initial email search of all emails relating to Teitei Drive since 5
March 2024 resulted in over 1500 emails. Most of these relate to processing of OIA requests and
responding to media requests. I have therefore interpreted your request as being for those emails that
relate to the future of the project. I am providing these six emails as an attachment.
Some information from the provided documents is withheld under section 9(2)(a) of the Act to protect
the privacy of natural persons.
In making my decision, I considered the public interest and concluded that the public interest in the
information does not outweigh the need to withhold the information.
