Thank you for your email of 27 April 2024 to Kāinga Ora – Homes and Communities requesting the
following information under the Of icial Information Act 1982 (the Act):
I have been informed that the housing stock owned by Kainga Ora doesn't pay rates to the
local council. I would be grateful to have this clarified. If possible would love to understand if
this is the case could your department be able to share how many homes within the upper hutt
region fall within this.
Kāinga Ora properties are not exempt from paying rates to local councils. As at the end of April, we
have paid $153m in Land Rates and are forecasting a total spend of $200m in the financial year to 30
June 2024 across all our properties.
I can confirm that all stock owned by Kāinga Ora in Upper Hutt has rates paid to the Council. We have
not identified any exceptions where rates are not paid on our properties.
Leased properties (i.e., properties that Kāinga Ora leases from private owners) have not been
included in this request, as Kāinga Ora does not own them. It should be noted however, that it is likely
that the private owner of the property would pay the rates on these properties. Therefore, these
properties are not exempt from paying rates.
