Official Information request for documents linked in Transport Services project management
guide (SM011)
I refer to your official Information request dated 28 April 2024 for copies of all documents linked in the
Transport Services project management guide (SM011).
Due to the substantial amount of work that would be required to research and collate the information
you have requested, we are refusing your request under section 18(f) of the Official Information Act
1982 (the Act). Your request is for a large number of documents that would require a large amount of
staff time and resources to collate and assess.
We have considered whether charging or extending the timeframe for responding to your request
would help, as required by section 18A of the Act. However, given the broad nature of your request as
it stands, it would not lessen the substantial collation exercise that would be required.
We have consulted with you as required by section 18B of the Act on 8 May 2024. However, while we
asked you to respond to our request for refinement, we have not had a response from you.
I note that of the 142 hyperlinks in the document, one is publicly available at
https://austroads.com.au/infrastructure/project-delivery/guide-to-project-delivery.
The majority of the documents linked are not designed for use outside of NZ Transport Agency Waka
Kotahi (NZTA) but for use by NZTA Project Managers. You are welcome to submit a request seeking
specific documents.
You have the right to seek an investigation and review by the Ombudsman of this decision.
